Cow ‘s leg broken forgoing into CSD camp & Rs.20,000 fine extracted

A few cows from the pen of a disabled owner had gone into the farm maintained by the CSD at Santhapuram, Kilinochchi and were grazing the grass. The CSD men who saw them caught them. When the owner went asked for the cows, the CSD had ordered him to pay 75,000/= for crop damage.

Although the owner had pointed out that the cows were eating only the grass and no damage was done to crops, the CSD men did not budge. After much argument the fine was reduced to 20,000/=, but the hapless owner had to sell one of his cows for meat and pay the fine before getting his cows.
