The incidents of ‘forcefully made to disappear’ not caused only by the state forces including the Army. Tamil people knew that, all armed Tamil groups also were responsible. It is of no use to put statements that the missing are not in custody or they have gone abroad or they could not be found or all of them had been killed. It is a truth that many who surrendered have gone missing. The Government should account for them.
