NPC Leader of Opposition accuses , the Army gobbled allocations for the NPC with the connivance of the former Governor

The Opposition leader of the Northern Provincial Council, S.Thavarasa accused yesterday that Army with the connivance of the former Governor , had gobbled several millions of funds allocated for the NPC and that no accounts had been shown with regard to the expenditures.

He was speaking in the monthly sitting of the NPC at the Council’s Secretariat at Kaithady, presided by Leader of the house, C.V.K.Sivagnanam.

He said that this had happened during the term of former Governor, G.A.Chandrasiri , particularly in 2013 and 2014.

In 2013, Kilinochchi Zonal Education Office had provided 37.5 million to the Army to run Pre-School.

Ministry of Local Government had provided the Army 23 million and 27.5 million in 2014  for building houses. In addition to the 100,200/= that should had been provided to Governor yearly, 1.5 million rupees in 2013 and 1.7 million in 2014 had been provided.

119 million had been drawn for conferences in these two years. But no accounts for this had been provided to the Audit group. The Auditor General had said that no receipts for these expenditures had been submitted. No accounts had been shown for the funds released to the Army. Similar fate had occurred to the funds released for hiring buildings and vehicles. All these funds had been provided from the funds of the NPC.

Although this had happened as per the norms of those periods, the accountability had fallen on the NPC now. Misappropriations like these are happening now also. Proper accountability for these misdeeds is essential he said.
