A resolution of NPC, calling UNHRC to refer GOSL to International Judicial Mechanism
NPC member, M.K.Sivajilingam said yesterday that he will table a resolution on the 27th at the NPC sitting, calling for the UNHRC to refer the Government of Sri Lanka to an International Judicial mechanism.

Calling upon the UN Human Rights Council to Refer Sri Lanka to an International Judicial Mechanism
Recalling that the Government of Sri Lanka was a cosponsor and signatory to the Resolution 30/1 titled “Promoting reconciliation, accountability and Human rights in Sri Lanka” at the UNHRC session in Geneva in September 2015, committing itself to set up an impartial judicial mechanism which will include foreign judges, lawyers, prosecutors and investigators, to investigate the allegations of violations and abuses of Human Rights and violations to International humanitarian law;
Emphasizing that the Government of Sri Lanka has not only failed to take any meaningful steps towards implementing the Resolution 30/1, but also the President, the Prime Minister, and the senior members of the government have clearly and categorically proclaimed that they will not fully implement the Resolution;
Noting with concern that the Government of Sri Lanka has not only failed to take any sincere steps towards finding an equitable political solution, but also still insisting that the non-Buddhist people including the Tamil people must accept the foremost place to Buddhism demonstrating the oppressive mindset of the Sinhalese Government;
The Northern Provincial Council of Sri Lanka resolves that:
- Since Sri Lanka is unable or unwilling to implement its own commitment and implement the UNHRC Resolution 30/1, this Council calls upon the Member Countries of the UN Human Rights Council to refer the case to an International judicial mechanism headed by the UN;
- This Council believes that without truth, justice and an equitable political solution, neither reconciliation nor permanent peace is possible in Sri Lanka;
- This Council calls upon the UN and the International Community to require Sri Lanka to ratify the Rome Statute as recommended by the OHCHR Investigation on Sri Lanka (OISL) Report of September 2015;
- Recognizing that the Tamil People are a Nation with their traditional homeland in the contiguous North-East region of Sri Lanka, and they are entitled to self-determination, this Council calls upon the International Community, especially the United States, the European Union, and India to mediate a political solution.
