Allegations against NPC; cause is inadequacy of Amendment 13: Sampanthan

Tamil National Alliance Leader R.Sampanthan has observed that there are allegations of incompetence, failures, inefficiency against the Northern Provincial Council but the Chief Minister Justice Wigenswaran and the councilors are not responsible. The reason for these allegations lies on the fact that there is inadequacy in the Amendment 13.

He was responding to charges made against the Northern Provincial Council, both Chief Minister Wigneswaran and the provincial ministers at a meeting he attended. A petition containing charges against them was handed to him. He explained that since Amendment 13 has its limitations, NPC’s  powers are limited, the councilors have problems in implementing the proposals. We ought to understand this limitations of the NPC.
